In line with the UNSCR 2796 (2025) and UNSMIL’s current mandate, the mission will take active measure to promote and support women’s full, equal, meaningful, and safe participation in Libya’s current political process and public life, including leadership and decision-making and to ensure women’s perspectives are integrated across the mission’s work. The mission will take concrete steps to:-

Promote progress on women, peace and security agenda through:

  • Advocating for full, equal, meaningful, and safe participation of women , including in leadership and decision-making positions, and in all activities relating to political processes, democratic transition, reconciliation efforts, conflict resolution and peacebuilding, economic recovery and development.
  • Facilitating wider engagement and participation of women from across the spectrum of Libyan society in the political process and public institutions, including meaningful representation of women in Libya’s legislative bodies.
  • Providing technical support and direct engagements with women’s groups, activists, and civil society organizations to strengthen and advocate for women’s equal and safe participation in all peace and political processes.
  • Supporting relevant institutions in the development and implementation of policies, strategies, and related frameworks supporting the advancement, empowerment, and protection of women.

Advocate for the strengthened protection of women through:

  • Supporting nationally led efforts to advance legislative reforms that enhance the protection of women, addressing all forms of violence against women including the threat of online violence.
  • Engaging with national institutions and stakeholders to promote laws and policies that prevent physical and online violence against women, including those in the public sphere.

Mainstream women’s perspectives and priorities in all Mission activities, deliverables and results through:

  • Mainstreaming women’s perspectives in mission analysis, operational activities, deliverables, results, and reports.
  • Consulting and engaging diverse groups of women’s rights advocates and women’s civil society, including young women and women with disabilities, at all stages of program planning and implementation.
  • Dedicating adequate resources to advancing women inclusion both through mainstreaming women’s perspectives across all areas of work as well through targeted measures for women’s inclusion and participation.
